Blue and his rapidly expanding journeymate group—now numbering eight—arrive in Celadon City. En route, they use their overwhelming numbers to easily track and safely capture a wild arcanine and houndour. Despite the success, Blue finds the cautious, overwhelming group-capture tactics anticlimactic compared to the epic, challenging battles he had long envisioned. The next morning at the Trainer House, news breaks that the Rocket Casino has announced a promotional lottery offering a mysterious, brand-new pokemon species as the grand prize. While his friends debate if it's a scam or an evolution, Blue contemplates testing his reflexes at the casino's skill-based slot machines to win it. His plans are interrupted when he receives a private invitation to meet with Leader Erika.
At the Celadon Gym—a sprawling, meticulously curated indoor-outdoor garden that reflects a deep will to bend nature to human preference—Erika serves Blue a potent tea brewed from her bayleef. Rather than hiding behind pleasantries, Erika openly acknowledges the political utility of their meeting. She proposes that they form a mutually beneficial relationship, where Blue's rising legend adds prestige to her gym. To jumpstart this, she offers Blue the chance to skip all preliminary matches and immediately battle her for his badge. Blue realizes this generous offer is a test; it would establish dominance over her domain and frame him as a beneficiary of nepotism.
They discuss the nuances of power, with Erika breaking down the difference between auctoritas (respect and social influence), potestas (official power), and imperium (absolute command within a domain). She advises him that while he needs auctoritas to effect change in the League, spending it carelessly against someone with imperium is dangerous. Blue declines the easy badge, recognizing that acquiring status unfairly would undermine his goal of leading by example. Impressed, Erika offers him a role as an "Apprentice Gym Adviser," an unprecedented position that allows his entire group to study and critique the gym's diverse culture openly, building his auctoritas organically.
