Interlude XXIV - Equilibrium
On Cinnabar Island, Ranger Ira Neasman attends a strategic briefing with General Taira and Leader Blaine. With the ditto outbreak stabilized, the island is being downgraded to a Tier 2 threat, meaning a massive withdrawal of mainland support. To fill the manpower gap, Blue Oak proposes allowing newer trainers from the mainland and the #WhatComesNext network to travel to Cinnabar, offering them valuable field experience under the Gym's oversight. Furthermore, Cadet Wendy successfully pitches a radical idea: rather than blindly exterminating the remaining ditto, they should study wild nests in the island's uninhabited mountains to see if an ecological equilibrium can be reached. Blue eagerly volunteers his recruits to help scour the mountain for nests. Before the meeting adjourns, a police commissioner warns that Team Rocket might target Cinnabar, seeking to steal ditto to use as a chaotic equalizer against powerful opponents.
In Azure Town, aging police officer Manni is counting the days until his retirement when the renegade alarm blares. Team Rocket has launched an organized assault on the town's newly opened unown research center. The local police are hopelessly outmatched, pinned down by deeply entrenched Dark- and Poison-type pokemon launching smog and Hyper Beam attacks. Just as the officers prepare to retreat, Red Verres arrives alone on his charizard. Unable to bypass the enemy perimeter directly, Red asks the officers to voluntarily share their strongest emotional memories of the block so he can anchor an indoor teleport. Overcoming his deep fear of psychics, Manni volunteers his mind. After absorbing the memories, Red uses a xatu to cast Miracle Eye over the battlefield, teleports in, and unleashes a brutal wave of sakki. The renegade pokemon instantly turn on their masters, breaking the siege and allowing the police to easily sweep the chaotic remnants and secure the hostages. Returning home, Manni shudders at the thought that Red might have psychically stripped away his fear to make him volunteer, but ultimately decides to be proud of the courage he showed.
In Lavender Town, Dr. Fuji's quiet, hermit-like existence is shattered when Sabrina arrives at his door. Anticipating execution or forced stasis via the "Master Ball," Fuji secretly prepares his lickitung to strike. Instead, Sabrina claims she has come peacefully to discuss Mazda (Mewtwo) and reveals she has broken with Giovanni's ideology. As they trade information, Fuji reveals a devastating truth he learned from Mazda: the immune disease that tortured the clone was entirely artificial, orchestrated by Giovanni's dark scientists to perfectly counter Fuji's medical breakthroughs and prolong Mazda's dependency. Sabrina is genuinely horrified by the revelation. In turn, she confirms that Giovanni is the true leader of Team Rocket, and that he is rapidly consolidating his rogue operations as his empire faces collapse.
Though Sabrina expresses a desire to help Mazda and promises to leave without harming Fuji, the doctor realizes his decades-long game of patience has reached its limit. Trusting his lifelong caution over a sudden offer of friendship, Fuji speaks a command word. His hidden lickitung ambushes Sabrina, wrapping its tongue around her throat and paralyzing her with its saliva. Fuji checks to ensure her vitals are stable, packs his bags, and flees into the night on his pidgeot, finally free.
