Sitting in a sand garden, she practices the "focusing" technique Red taught her to explore her visceral aversion. Bypassing her immediate moral rationalizations, Leaf uncovers a deeper, slippery fear: she worries that becoming desensitized to battles would mean she cares less about pokemon, which would strip away the unique connection that makes her "special" and gives her voice weight.

Proceeding to her scheduled meeting with Leader Koga, Leaf is stunned to find Blue already there, along with her masked informant—who reveals herself as Janine Koga. Koga explains that Janine's vigilante investigations stumbled upon a massive, long-standing shadow organization that predates the Rocket Casino. Distrustful of Interpol and the League, Koga proposes a counter-conspiracy between the four of them, explicitly excluding Red. Koga admits he cannot reliably judge Red's candor given his partitions and meta-honesty policies. When Red asks what drives Looker to face such constant danger, Looker gives an unexpectedly earnest answer: he simply focuses on protecting the few people he cares about.

They arrive at Giovanni's mansion in Viridian City for a massive, unprecedented strategy meeting. Before joining the others, Giovanni privately offers Red a dangerous contingency: if Red ever feels trapped by his new, heavy obligations to Interpol and the League, Giovanni promises to provide extreme, unquestioned sanctuary. Red is deeply touched by the support, but his lingering suspicion notes the likely illegality of such an offer.

In the mansion's conference room, an assembly of regional powers—including Sabrina, Lance, Surge, Erika, Director Tsunemori, Ranger General Taira, and a holographic Bill—gathers to coordinate "Operation Rocketfall." The meeting quickly exposes deep political fault lines. When Tsunemori demands a swift, decapitating strike across the region, Looker and Surge push back, warning that Kanto is completely unprepared for the reality of mass, organized renegade warfare. Meanwhile, Lance points out a terrifying secondary consequence of the Master Ball: the threat of renegades capturing legendaries is reviving pressure for Kanto to restart its banned unown research to develop pokemon generation as a countermeasure.

As the leaders debate their inadequate defensive contingencies, Tsunemori declares that Red's unique teleportation and sakki abilities will form the backbone of their rapid-response network. Red feels the crushing weight of the entire room's expectations. When Lance pointedly asks if Red will truly be ready for the renegades next time, Red instinctively wants to hedge. Instead, allowing the warmth of his desire to protect his loved ones to fill his mind, Red firmly commits, stating that he will be.
