In a flashback, a young Michio packs his belongings to leave his hidden ninja village. Disillusioned by the revelation that his clan occasionally acts as tools for organized crime, he resolves to step out of the shadows, refusing to be a weapon wielded by corrupt leaders. Before he departs, his mother secretly gifts him a starter pokemon, blessing his quest for freedom.

Years later, Michio—now living under the legal identity of Kyo Koga, Leader of the Fuchsia Gym—spars with his daughter, Janine. Noticing her lack of focus, he effortlessly sweeps her in hand-to-hand combat. Koga warns her that Blue is going to challenge her the next day, and because of her divided attention, Blue will definitively win. When Janine heatedly defends her secret investigations into Silph and its enemies, she reveals her alliance has uncovered a massive, shadow criminal empire pulling the strings. Koga recognizes the terrifying hallmarks of "The Madame," the ruthless crime boss his village once served.

Realizing his daughter is walking the same dangerous path he fled, Koga breaks his long-held oath of silence to tell Janine the truth about his past and the real reason he left the village. He explains that his ultimate ambition is to become Champion so he can dismantle these shadow organizations legally and systematically. However, he warns Janine that she cannot be both a concealed dagger and a Gym Leader; she must choose where to focus her energy.

The next day, Koga addresses the gym, formally changing the rules to reward innovation. He announces that anyone who meaningfully contributes to the gym's culture can bypass the preliminary matches, granting Blue an immediate Mastery Challenge. Janine accepts Blue's six-on-six battle, to the faint.

The match begins with tactical caution: Janine's toxapex and venusaur clash against Blue's rhydon and golbat. When Blue brings out his kadabra, Janine confidently switches to her massive Dark/Poison drapion, expecting its innate Dark aura to neutralize any psychic threat. Instead, Blue commands his kadabra to use Miracle Eye, piercing the dark aura. The kadabra then unleashes a telekinetic wave. The psychokinetic vibrations violently agitate the toxins inside the drapion's body, causing massive internal damage that quickly fells the towering pokemon.

Completely blindsided by a technique outside her conceptualization space, Janine realizes she has no counter for a Psychic type that can bypass Dark defenses. She yields the match. Blue gracefully shares the mechanics of the breakthrough, crediting Red and Satori, and accurately deduces that the Fuchsia Gym's true virtue isn't merely discipline, but "specialization"—devoting oneself entirely to a specific niche.

Accepting her defeat, Janine decides she cannot abandon her shadow crusade to fully commit to the gym. Surprising both Koga and Janine, Blue rejects her all-or-nothing framing, suggesting they simply work together while he takes another year to aim for Champion. Impressed by Blue's vision and refusal to accept corrupt compromises, Koga decides to share his secret past with Blue as well. Blue agrees to listen, but only after first teaching them the rules of meta-honesty.
