Blue, Aiko, Glen, and Elaine join the defensive perimeter around the harbor pokemon center. Blue struggles with the mundane reality of the defense; standing behind concrete barricades and picking off straggling pokemon feels hollow compared to the heroic destiny he envisions for himself. The sheer, untouchable power of Zapdos passing overhead leaves him feeling frustrated and impotent, and he silently judges the trainers who succumb to the Pressure or choose to rest rather than continue fighting.

Once the Stormbringer passes and the Pressure lifts, Blue refuses to wait out the aftermath. He volunteers to join Vermilion's Second, Jack Riley, on a search and rescue mission toward a stadium shelter that was caught in the path of Zapdos's devastating Zap Cannon. As they navigate the ruined city, the grim reality of the destruction dampens Blue's ego. The gym members enforce strict discipline, reminding Blue that their goal is saving lives, not seeking glory or capturing rare pokemon.

As they approach the stadium, they encounter a massive chaotic battle: two wild steelix and a snorlax are attacking fleeing refugees. To Blue's shock, his grandfather, Samuel Oak, is orchestrating a flawless, multi-pokemon defensive line to hold the steelix at bay, while Daisy battles the snorlax. Driven by instinct and a sudden sense of purpose, Blue charges into the fray, capturing the snorlax to save his sister. The three Oaks then unite, standing together against the storm to bring down the remaining titans.
