Sakura Uryuu is executed by Giovanni. A "renegade" who trained a weedle to execute the man who murdered her little brother, she refuses to repent. Giovanni questions her about whether she would teach others her methods in exchange for her life, attempting to gauge her psychology before administering a lethal injection.

In a secure room, Silver secretly watches a monitor as Giovanni hosts separate meetings with Hoenn warlords Maxie and Archie. Both are seeking Giovanni's aid for their impending war. Giovanni refuses to provide material support, but warns each leader that if a war breaks out, he will be forced to side with their enemy just to end the conflict quickly. When Silver guesses Giovanni plans to assassinate them both, Giovanni corrects him: by making both leaders believe he will tip the scales against whoever strikes first, he creates a massive deterrent, preventing the war entirely.

At a secret Cinnabar Island laboratory, Dr. Light holds an emergency meeting with Kanto's top dark and psychic scientists. A severe coordination problem has emerged: administrators are anonymously stealing resources from the communal pool to meet impossible project deadlines, stalling work across all nine facilities. No one confesses, and they refuse to scale back their operations. Giovanni suddenly enters the room and, without a word, sucks one of the guilty administrators into a pokeball. The terrified remaining scientists immediately vote to consolidate operations and share resources.

Tahu, Giovanni's personal psychic assistant, helps the Gym Leader interview renegades by sensing their sincerity. As a reward for his insight, Giovanni brings Tahu to a secret holochamber to witness a simulation of Mewtwo. In the simulation, Giovanni confesses to the artificial creature that its debilitating illness is purposefully maintained as a control mechanism because he lacked the trust to give it true freedom. The simulated Mewtwo responds perfectly, promising that once cured, they can build a true partnership. Giovanni immediately terminates the simulation, admitting to Tahu that he has lost perspective and can no longer trust his own feelings regarding the creature's containment. Before they can analyze it further, Giovanni receives the emergency alert: Zapdos is attacking.

Story lesson

Lessons — Coordination problems / Deterrence. Dr. Light's meeting illustrates a Tragedy of the Commons, where individual departments acting in their rational self-interest deplete a shared resource, requiring an external authority to force coordination. Giovanni's political maneuvering with Maxie and Archie demonstrates game theory deterrence (similar to Mutually Assured Destruction).
