Lines of Retreat
Flying her noctowl Wiseguy through the rainy sky above Fuchsia City, Leaf intercepts Red and his Hunter escort on their noivern and charizard. In secret, she has coordinated to have Red stay nearby as backup for a potentially dangerous meeting. Red agrees to wait on standby.
Leaf heads into the Fuchsia Gym, finding it mostly empty. In the inner courtyard, Blue is watching his blastoise Maturin stretch in the sand. Blue reflects that his parents died near Fuchsia when Moltres attacked the region, a memory brought to the surface by the gloomy weather and his impending final badge. Janine arrives with her crobat and clodsire, giving Leaf and Blue a final warning before they go inside: the people they are about to meet are true ninja, masters of deception who will not show a single emotion they do not explicitly choose to project.
Inside Koga's office, the Leader introduces them to a severe-looking woman and a stoic younger man, who offer the assumed names Sevi and Zang. The ninja immediately interrogate Leaf's motives for writing her serialized story about their hidden village, questioning if her goal is fame, communication, or blackmail. Leaf clarifies that her story is a fictionalized amalgam meant to bring them to the table; she hopes to show them they are being used by criminals who have twisted their original mission. The ninja ask Leaf to allow a psychic connection to verify her intentions. Leaf conditionally agrees, but only if Red is allowed to merge with her mind simultaneously for safety. The ninja refuse, citing their oaths to never risk exposing their village to an outsider's mind.
Tensions rise as Zang hints that the clan might take preemptive, lethal action against Leaf to protect their secrets. Koga expresses his disappointment that the splinters of his former clan are still acting as mere tools for criminals. Seeking a win-win resolution, Leaf manages to de-escalate the room, and Koga serves tea. The ritual helps Leaf ground herself and manage her fear. Koga states his hope that the clan will eventually accept his path of lenient integration, while Blue pitches his vision for Indigo as an ambitious beacon of safety. He promises to keep an open mind toward an alliance with the ninja, provided they stop aiding threats like Team Rocket.
The ninja remain unimpressed by the offers. Recalling Laura's advice on negotiation, Leaf realizes she must give her opponents a "line of retreat." When trying to change someone's mind—especially someone with a heavy ego or deep investment in their path—cornering them only makes them fight harder. They need a face-saving way to accept they were wrong. However, Leaf also recognizes they must share the same underlying reality for negotiations to work. She challenges Sevi and Zang, bluntly stating that they must acknowledge the inevitable: with the invention of Miracle Eye and recent technological leaps, their hidden lifestyle is already doomed. If they cannot admit the true existential depth of their exposure, they will just be talking past each other.
The ninja concede her argument might have merit and agree to pause any preemptive strikes if Leaf delays publishing further chapters. As a sign of good faith, Sevi offers a massive concession: the clan can help them find Team Rocket's head and heart. They agree to return to their village to discuss the proposals and meet again later. Zang strictly forbids involving Interpol, but Leaf insists on bringing Red into the fold. Blue vouches for Red's loyalty, and Leaf explains Red's unique ability to psychically pre-commit to secrecy and even forget the meeting if negotiations fail.
After the ninja depart, Leaf and Blue collapse in relief, though they both feel the negotiation went suspiciously smoothly. Koga and Janine confirm their suspicions, explaining that the ninja were likely playing rehearsed roles to feel them out without committing their true selves. Furthermore, Koga predicts that while some of the clan might agree to integrate, the splintered factions won't join Rocket—they will simply form a new secret village and continue their old ways under deeper cover. As Leaf and Blue leave the gym to reunite with Red and discuss the Cinnabar lab excavation, Leaf can't shake the unsettling feeling that her conversation with Sevi felt oddly familiar.

If someone feels cornered, humiliated, or punished for admitting they were wrong, they will fight harder to defend their mistake. Providing a face-saving, safe exit makes it psychologically possible for them to change their mind.
